Content Creator Labs to Launch in 15,000 Schools to Boost India's 'Orange Economy'

NEW DELHI – In a landmark announcement for India’s digital future, Union Finance Minister Nirmala Sitharaman has unveiled a major initiative to transform the country into a global hub for the Animation, Visual Effects, Gaming, and Comics (AVGC) sector.

Presenting the Union Budget 2026-27, the Finance Minister highlighted that the AVGC industry—a cornerstone of the emerging "Orange Economy"—is projected to require a staggering 2 million skilled professionals by 2030. To bridge this talent gap, the government will support the Indian Institute of Creative Technologies (IICT), Mumbai, in a massive nationwide skilling drive.

Grassroots Creativity: Content Creator Labs

The centerpiece of this initiative is the establishment of specialized infrastructure within the Indian education system. The budget proposes the setup of:

  • 15,000 AVGC Content Creator Labs in secondary schools across the country.
  • 500 Specialized Labs in colleges.

These labs are designed to provide students with early, hands-on exposure to cutting-edge technologies like 3D modeling, game design, and digital storytelling, effectively professionalizing content creation from the classroom level.

Budgetary Focus: The "Orange Economy"

The term "Orange Economy" refers to industries that derive value from creative and intellectual capital. By formalizing this sector, the government aims to move beyond physical manufacturing and tap into India's cultural and artistic potential.


Industry Reaction: A "Landmark Step"

Industry leaders have lauded the move as a visionary approach to long-term economic growth. IICT Mumbai, which is modeled after the elite IITs and IIMs, will oversee the implementation.

Experts believe that by integrating these tools into schools, India can empower regional creators, allowing talent from outside major metropolitan areas to contribute to global intellectual property (IP) and cultural exports.

"This signals a shift from viewing content creation as a 'side hustle' to recognizing it as a critical national infrastructure," noted one industry veteran. "It prepares the youth for a world where AI and digital media are central to every sector."
