Manipur’s New Power-Sharing Era, Khemchand Singh Takes Charge

IMPHAL – Ending exactly one year of President’s Rule, Yumnam Khemchand Singh was sworn in as the Chief Minister of Manipur on the evening of February 4, 2026. The ceremony signals a critical attempt to move the state past "suspended animation" and toward active governance via a new "tri-ethnic" leadership structure.
The "Unity" Cabinet
The new administration is built on a power-sharing model designed to represent Manipur’s three primary ethnic pillars:
- Chief Minister: Yumnam Khemchand Singh (61), representing the Meitei community. Known for his disciplined authority, he is viewed as a consensus figure.
- Deputy CM (Kuki): Nemcha Kipgen. Highlighting the state's unique security challenges, she took her oath from Manipur Bhavan in New Delhi.
- Deputy CM (Naga): Losii Dikho, ensuring representation for the Naga tribes.
- Home Minister: Govindas Konthoujam, tasked with managing the state’s "uneasy peace."
Primary Obstacles: The "Uneasy Peace"
Despite the cabinet’s inclusive appearance, the ground reality remains fraught. Several Kuki civil society organizations have declared they will not recognize the new government, with leaders like Paolienlal Haokip insisting on a "separate administration" as a non-negotiable demand.
Meanwhile, thousands of displaced citizens remain in relief camps. While the new CM advocates for a safe return home for all, a political settlement between the valley and hill districts remains the ultimate test for this fledgling coalition.
