IRSS Officer Prem Shankar Jha Appointed ADRM, Moradabad

MORADABAD – Strengthening the administrative core of the Northern Railway (NR), Shri Prem Shankar Jha has been appointed as the Additional Divisional Railway Manager (ADRM) of the Moradabad (MB) Division.

The official order, confirmed on February 4, 2026, states that Jha—a senior officer of the Indian Railway Stores Service (IRSS)—will remain within the Northern Railway zone to assume his new responsibilities.

A Multidimensional Administrator

Jha transitions to this role with a reputation for being more than just a technical officer. His background combines logistics expertise with significant experience in urban reform and public policy.

  • Logistics & Procurement: As an IRSS officer, he brings specialized knowledge in supply chain management and material oversight, which is critical for the Moradabad Division's ongoing infrastructure upgrades.
  • Urban Innovation: He previously made headlines during a deputation to the Municipal Corporation of Delhi (MCD), where he was credited with revolutionizing the city’s advertising and parking policies, significantly boosting municipal revenue.
  • Sustainability Focus: He played a key role in the early rollout of EV charging infrastructure in the Delhi-NCR region, a skill set that aligns with the Railways' "Net Zero" carbon goals.

Focus Areas for Moradabad

In his new capacity, Jha is expected to leverage his expertise in revenue optimization and land management to enhance divisional administration. His immediate priorities will likely include:

  • Station Modernization: Overseeing the redevelopment of stations under the Amrit Bharat scheme.
  • Gati Shakti Cargo Terminals: Streamlining the procurement and logistics for new freight corridors.
  • Operational Efficiency: Managing the vast stores and material requirements for the division's electrification and track doubling projects.
